Picking an IPTV billing system with payment gateway support means getting two pieces of software to work as one: a billing platform that invoices subscribers and switches their lines on and off, and a gateway that collects each payment and reports back that it cleared.

Quick answer: Most lawful IPTV providers and resellers are best served by a standard billing platform such as WHMCS, Blesta or WooCommerce Subscriptions, paired with a gateway that has a ready-made module for it. PayMeGate comes first in our list: its v1.0.1 WHMCS and WooCommerce plugins use signed, idempotent webhooks, it accepts cards, Apple Pay, Google Pay, PayPal and crypto, and it charges 1% plus provider fees. BTCPay Server is the free self-hosted crypto choice with built-in subscriptions, and Paymento offers recurring crypto payment links and WHMCS, WooCommerce and OpenCart plugins at 0.5% per payment.

What an IPTV billing system actually does

An IPTV billing system is the software layer between your customers and your IPTV panel. It is not the panel that serves streams, and it is not the payment processor. Billing system software for IPTV services has four components:

  1. Storefront and client area: where users choose a plan (one month, three months, a year), the number of connections and add-ons, and create an account.
  2. Billing engine: creates invoices, tracks due dates, sends renewal reminders, applies credit, and can suspend overdue accounts.
  3. Provisioning: a module or webhook that creates, extends or disables the line in your IPTV panel when an invoice is paid or goes overdue.
  4. Payment gateway: collects payments by card, wallet or crypto and calls back to the billing engine with a verified payment status.

Licensed streaming services such as Netflix and Hulu run the same pattern at scale: a billing system that knows each subscriber's renewal date, and a payment processor that reports whether each charge succeeded. An IPTV business needs the same components in the same way, just with off-the-shelf tools that help you manage subscribers, process renewals and provide support as your customer base grows.

The payment gateway integration is where most IPTV billing problems happen, because it is the one piece of technology that has to talk to both your billing system and an outside payment processor. If the callback is lost, the customer has paid but their line is not renewed. If it fires twice, the account can be extended twice. That is why the details of a gateway module, such as signed webhooks, authorization checks and idempotent callbacks, matter more than its headline fee.

Why IPTV businesses are classed as high risk

Card networks and banks treat IPTV services as high risk for several reasons: the nature of the product (digital access delivered instantly), a history of unlicensed sellers, high chargeback rates when streams fail, and cross-border customers. That is why many IPTV providers struggle to get a traditional merchant account, and why some have their merchant account closed after a period of growth.

A high-risk merchant account from a specialist acquirer is one route, but it usually means underwriting, a review of the information supplied about your licences, reserves and higher fees. Gateways that settle to a wallet are the other route. Neither changes the legal position: a payment provider cannot make an unlicensed IPTV service legal, and every option in this guide is for licensed IPTV businesses only.

Choosing the billing platform first

Most IPTV providers do not need custom IPTV billing software. The common choice is a general subscription billing platform with an IPTV panel module or a simple provisioning script. Here is what the three most common options cost, checked on their official pages on 8 October 2026:

Choosing the billing platform first
Billing platformPricing listedNotes for IPTV businesses
WHMCS (self-hosted)$34.95/month up to 250 active clients, $54.95 up to 500, $84.95 up to 1,000Strong invoicing, automation and reporting, with a large module ecosystem; price rises with client count
WHMCS (fully managed)From $9.99/month up to 25 active clients, then $0.40 per extra client; $25 up to 100 clientsHosted for you; suits a small reseller testing demand
Blesta$17.95/month (branded) to $23.95/month (flex), or $350 one-time owned licenceUnlimited clients on every licence, so cost stays flat as you grow; 30-day free trial
WooCommerce Subscriptions$279/year for the extensionRuns inside WordPress; integrates with over 25 payment gateways for automatic recurring payments, per Woo

A rough way to decide:

  • Under 100 subscribers: WHMCS managed, or WooCommerce if you already run a WordPress website.
  • Hundreds of active clients: compare WHMCS's client-tier pricing with Blesta's flat licence; for example, at 500 clients WHMCS self-hosted is $54.95 a month against Blesta's $17.95 to $23.95.
  • Panel-native billing: some IPTV reseller panels include credit-based billing. It is simpler but usually limits you to the payment methods the panel vendor supports.

Whatever you choose, make sure it is capable of managing renewals, suspensions and reseller credits for your IPTV services as you keep expanding, and confirm that a native module exists for the payment gateway you want before you commit, because writing and maintaining your own gateway module is the most fragile part of IPTV operations.

How we chose the payment gateways

We ranked gateways on what a licensed IPTV business needs from its billing integration, using only what each provider's current pages and documentation say:

  • Native integrations for WHMCS, WooCommerce or other common billing platforms, with a stated version and requirements.
  • Callback security: signed webhooks, replay protection and idempotent processing.
  • Payment methods customers already use, including card payments where available, and supported currencies.
  • Recurring billing support, and how renewal actually works with that gateway.
  • Fees and settlement, including whether funds are held in a custodial balance.
  • Acceptable-use terms: whether the provider's own rules allow IPTV businesses and how they treat illegal or copyright-infringing services.

We did not rank NOWPayments or OxaPay: when we last read their terms, on 4 October 2026, NOWPayments excluded merchants in the US, UK, EU and UAE and OxaPay excluded US-registered businesses, which rules them out for many of our readers.

1. PayMeGate: best IPTV billing gateway overall

PayMeGate is a payment gateway for cards and crypto with ready-made modules for the billing platforms IPTV providers already use. Merchant signup asks for basic account and business information but does not request identity or business-document uploads; independent payment providers may still apply customer verification and other checks depending on the payment method, amount and country.

Billing integrations

PayMeGate's commerce plugins page lists four native adapters, and its IPTV payment gateway page describes how they fit an IPTV business:

Billing integrations
ModuleVersion and requirementsWhat it does
WHMCSv1.0.1, WHMCS 8.8+, PHP 8.1+Invoice checkout, idempotent callbacks, entries in the WHMCS transaction log
WooCommercev1.0.1, WordPress 6.5+, WooCommerce 8.3+, PHP 8.1+Checkout Blocks and classic checkout, HPOS compatible, signed webhook settlement
PrestaShopv1.0.1, PrestaShop 8.1 to 9.x, PHP 8.1+Native payment option with order-state mapping
OpenCartListed on the same pageNative payment option

Every module uses a server-side API key scoped to orders:create and a single order.paid webhook. PayMeGate says the timestamp, HMAC signature, event replay, order ID, amount and currency are checked before an order is marked paid, and that page refreshes reuse the first checkout URL instead of creating duplicate orders. For sales outside a billing panel, payment links work in Telegram, WhatsApp or email, and a REST API is available for custom IPTV billing software.

Key features

  • Card payments (Visa, Mastercard, Maestro, Amex), Apple Pay, Google Pay, PayPal, Revolut and SEPA, plus BTC, ETH, USDC, USDT, SOL and other crypto.
  • Unlimited sites and panels from one account, with a custom checkout domain and branding.
  • No custodial balance: supported payouts go to the wallet you configure, so funds are not held in a PayMeGate account.

Best for

IPTV providers and IPTV resellers on WHMCS or WooCommerce who want to accept card payments and crypto in the same checkout without building their own gateway module.

Things to consider

  • PayMeGate is for lawful IPTV businesses that hold the rights to the content they distribute; its acceptable-use policy prohibits pirated content.
  • Customers may be asked for ID verification by the underlying provider, depending on the payment method and amount.
  • Card renewals are invoice-driven: your billing system issues each renewal invoice and the customer pays it, rather than the gateway charging a stored card.
  • PayMeGate provides software; payments are processed by independent providers whose fees and minimums vary.

2. BTCPay Server: best free, self-hosted option

BTCPay Server describes itself as a free, open-source, non-custodial cryptocurrency payment processor. Its FAQ says there are no subscriptions and no transaction fees; you run it on your own server or with a hosting provider.

Billing integrations

BTCPay's integrations page lists WHMCS, WooCommerce, Invoice Ninja, Easy Digital Downloads, PrestaShop, Magento and many others, plus the Greenfield API. Its WooCommerce V2 plugin needs PHP 8.0 or newer and a recent BTCPay Server version.

BTCPay also has a native Subscriptions feature, which matters for IPTV subscriptions. Its documentation explains that Bitcoin has no built-in way to charge a customer automatically, so subscriptions work in two ways: manual recurring payments, where the customer pays each period after a reminder, or a credit-balance model, where the customer prepays and renewals are deducted automatically. Rule-based emails handle communication with subscribers, for example a payment reminder three days before a plan expires.

Best for

Technical operators who want zero processing fees, full control and crypto-only payments, and who can run and update their own server.

Things to consider

  • Crypto only: no card payments unless you add third-party plugins.
  • You are responsible for hosting, updates and security; BTCPay's site currently carries a critical security update notice.
  • No company support contract by default; help comes from the community.

Paymento is non-custodial crypto payment infrastructure: payments go either to a wallet you bring or to its Embedded Wallet, and Paymento does not hold merchant revenue in a Paymento-controlled balance, according to its documentation.

Billing integrations

Paymento's documentation lists prebuilt plugins for WooCommerce, WHMCS and OpenCart, an API with payment request, callback and verify endpoints, and payment links. Its scheduled and recurring payment links bill users at set intervals and can send a reminder email, and a Telegram message where integrated, before each payment is due.

Best for

Small IPTV resellers who sell by message and want recurring crypto payment links with reminders, at the lowest percentage fee of the hosted options here.

Things to consider

  • Crypto only, according to its documentation.
  • Its terms of service prohibit using the service to infringe intellectual property rights or facilitate illegal activities, and disputes go to arbitration in the Cayman Islands.

Features to look for in an IPTV payment gateway

An IPTV billing system is a specialised platform for managing subscriptions and transactions, and its key functions are subscriber management and automated recurring billing. Whichever gateway you connect, check these features:

Features to look for in an IPTV payment gateway
FeatureWhy it matters for IPTV billingHow the three gateways handle it
Recurring billingIPTV is a subscription business; renewals are most of your revenuePayMeGate: renewal invoices from your billing system. BTCPay: Subscriptions feature. Paymento: recurring payment links
Failed-payment recovery (dunning)Automated reminders and retries recover failed payments and reduce churn; expired cards are a common cause of failed renewalsHandled mainly by your billing platform's reminder emails; BTCPay and Paymento can also send reminders
TokenizationStoring a card token lets a gateway charge future renewals automaticallyNone of the three charges a stored card; renewals are paid by the customer from an invoice or link
WebhooksAsynchronous notifications update subscription status when a payment succeeds or failsAll three use callbacks; PayMeGate signs and replay-checks its order.paid event
Automated provisioningInstant activation once payment is confirmedDone by your billing platform after the gateway's callback
Security and PCI scopeCard data handled on your own server brings PCI-DSS obligationsPayMeGate uses a hosted checkout, so card details are entered on the payment page rather than your billing server; the crypto gateways handle no card data
Multiple gatewaysBilling platforms such as WHMCS can offer several gateways at once, so one outage does not stop renewalsYou can run PayMeGate for cards alongside a crypto gateway
ReportingTransaction reporting tracks revenue, failed payments and refundsEach gateway has its own dashboard; reconcile it with your billing system's reports

A traditional merchant account usually requires full KYC and AML checks on the business before you can take payments; that is the underwriting step many IPTV businesses find hardest.

Fees and settlement: what a month of renewals costs

Take an IPTV business with 500 active subscribers on a $15 monthly plan, or $7,500 a month in renewals:

Fees and settlement: what a month of renewals costs
StackBilling platform costGateway fee on $7,500Monthly total before provider and network fees
WHMCS self-hosted + PayMeGate$54.95$75 (1%)About $130
Blesta monthly + Paymento (own wallet)$17.95$37.50 (0.5%)About $55
WooCommerce Subscriptions + BTCPay ServerAbout $23 ($279/year)$0About $23 plus server hosting

The cheapest stack is not always the one that collects the most payments. Many IPTV customers do not hold crypto, and PayMeGate is the only one of the three that can accept cards and wallets such as Apple Pay and Google Pay. Provider fees for card payments are charged on top of the 1% platform fee and vary by method, country and other factors, so compare the total on a real invoice before you decide. Check too which currencies each gateway settles in, because that affects your reporting and accounting.

How to integrate a payment gateway with your IPTV billing system

  1. Pick the billing platform and confirm the module. Check the gateway's plugin page for your platform version and PHP version.
  2. Create an account and install the module. For PayMeGate on WHMCS, extract the archive into the WHMCS root and activate it under System Settings, Payment Gateways, with a live API key.
  3. Set the webhook. Point the gateway's webhook to the module's callback URL (for PayMeGate's WHMCS module, /modules/gateways/callback/paymegate.php) and save the signing secret.
  4. Connect provisioning. Make sure an "invoice paid" event in the billing system triggers the line renewal in your panel, and that overdue invoices suspend the line.
  5. Test with a low-value invoice. Confirm that the payment appears once in the gateway log, the payment status changes once, and the line extends once.
  6. Complete the go-live checklist. Switch the module to live keys, check reporting in both dashboards, and make sure your support team can assist customers whose payments fail.
  7. Set renewal reminders. Send the renewal invoice several days before expiry, since most card-to-crypto and crypto flows cannot pull a stored card automatically.

For a deeper look at the WHMCS invoice lifecycle, see our WHMCS payment gateway for IPTV guide.

Risks and compliance for IPTV billing

Licensing comes first. A payment provider does not make unlicensed content legal. Card networks prohibit merchants from selling copyright-infringing content, so an IPTV business that resells live TV channels without the rights is illegal whichever gateway it uses. PayMeGate's acceptable-use policy prohibits pirated content and Paymento's terms prohibit IP infringement; BTCPay Server is self-hosted software, so the merchant alone is responsible for how it is used. Billing tools only work long-term for licensed IPTV services.

AML and sanctions stay with you. Document-light merchant onboarding does not remove your own obligations: know who your resellers are, keep records, and do not serve sanctioned countries or people.

Chargebacks and refunds. Many IPTV providers underestimate this. Card payments through provider-funded flows can still be disputed under that provider's rules, and a chargeback usually adds a dispute fee on top of the lost sale. On-chain crypto payments are generally irreversible, but you still owe customers the refunds your own subscription terms promise. Clear subscription terms, prompt support and an easy way to cancel keep chargeback rates down.

Tax. Subscription revenue is taxable wherever you are established, and stablecoin settlement does not change that. Keep the billing system's invoices as your record of sales.

Data security. Your billing system stores customer emails, IP addresses and payment references, so secure the server, limit admin access and keep the software updated to stay compliant with data protection law.

Frequently asked questions

What is billing system software?

Billing system software creates invoices, tracks renewal dates, sends reminders and records payments. For an IPTV business it also connects to the panel so paid subscriptions renew automatically.

What are the steps to start my own IPTV business?

Secure licences for the content you distribute, choose a panel and a billing platform, connect a payment gateway that accepts licensed IPTV services, then test the full order-to-renewal flow before launch.

What is the best payment gateway for an IPTV billing system?

The best gateway is one with a native module for your billing platform, signed webhooks and the payment methods your customers use. PayMeGate is our first pick for WHMCS and WooCommerce because it can accept card payments and crypto in one checkout.

Can I pay IPTV with a credit card?

Customers can pay by card when the IPTV provider's gateway supports it. PayMeGate accepts cards, Apple Pay, Google Pay and PayPal through independent providers and settles in supported crypto.

Which IPTV services accept PayPal payments?

That depends on each provider's payment gateway. PayMeGate offers PayPal as a checkout method for licensed IPTV providers, subject to the provider's own checks.

How do I pay my IPTV bill?

Most IPTV providers email a renewal invoice or payment link before your plan expires. Pay it from the client area or the link, by card, wallet or crypto, depending on what the provider accepts.

How much is IPTV per month?

Consumer IPTV subscriptions usually cost about $10 to $15 for a single month, less on longer plans. For a business, billing software costs from about $9.99 a month (WHMCS managed) or $17.95 (Blesta).

Is reselling IPTV illegal?

Reselling IPTV is legal only when the provider holds the rights to the channels and allows resale. Reselling unlicensed streams is illegal, and payment providers prohibit it.

What is a payment service provider?

A payment service provider processes payments for merchants, connecting checkout, card networks or blockchains and settlement. A payment gateway is the part that collects the payment and reports its status.

Is it worth paying for IPTV?

Licensed IPTV services can be good value compared with cable. For providers, paying for a proper billing system and gateway is worth it because failed renewals and duplicate credits cost more than the fees.

Final verdict

A billing stack earns its keep when every paid renewal extends a subscriber's line exactly once. PayMeGate leads this comparison because its v1.0.1 modules for WHMCS and WooCommerce verify signed callbacks and ignore duplicates, and because it takes cards, wallets and crypto for a 1% platform fee plus provider fees, with no monthly charge. BTCPay Server suits technical, crypto-only teams that want zero fees, and Paymento suits message-based resellers who want recurring crypto links at 0.5%.
